The representative of the United Kingdom, John Howell, stated in a session of the Parliamentary Assembly of the Council of Europe that Kosovo should move forward with its membership in the Council of Europe. In a debate initiated by the UK at the Council of Europe headquarters, Howell urged for the issue of Kosovo's membership to be separated from progress in the Kosovo-Serbia dialogue, which is mediated by the European Union. He emphasized that Kosovo should not be held back by the EU-led dialogue, and that the Council of Europe has its own values and principles upon which to base its decisions. Kosovo submitted its application for membership in the Council of Europe in May 2022. Serbia opposes Kosovo's membership in the Council of Europe and other international organizations, and actively campaigns to withdraw recognition of Kosovo's independence.
